Excise Frequently Asked Questions

MOTOR VEHICLES

What do I need to register my car?

If you have a new car purchased at a Maine dealer, you will need to bring:

  • the blue application for title
  • the green Dealer's Certificate
  • proof of insurance for the new vehicle
  • the window sticker (Monroney Label)
  • If you plan to transfer plates from another vehicle you currently have registered, you will also need to bring in the registration to that vehicle.

If you have a new car purchased at an out-of-state dealership, you will need to bring:

  • the Manufacturer's Certificate of Origin (MCO), or title to the vehicle
  • the bill of sale
  • proof of insurance for the new vehicle
  • the window sticker (Monroney Label)

If you have a car that you have purchased privately, you will need to bring:

  • the title to the vehicle, if it is a 1984 model or newer, properly signed on the back. You will also need any release of lien from the prior owner's bank, if applicable
  • a bill of sale
  • proof of insurance for the new vehicle; if you plan to transfer plates from another vehicle you currently have registered, you will also need to bring in the registration to that vehicle

If you have a leased vehicle through a Maine dealership, you will need to bring:

  • the blue application for title
  • the green Lessor's Certificate
  • proof of insurance for the new vehicle
  • the window sticker (Monroney Label)
  • If you plan to transfer plates from another vehicle you currently have registered, you will also need to bring in the registration to that vehicle.

If you have leased a vehicle through a dealer located outside the State of Maine, you will need to bring:

  • the MCO, or title to the vehicle
  • the lease agreement
  • proof of insurance for the new vehicle
  • the window sticker (Monroney Label)

If you have moved to Scarborough from another State, you will need to bring:

  • the out-of-state title to your vehicle, or the name and address of your lienholder if they hold the title
  • your current registration
  • proof of insurance

If you have moved to Scarborough from another municipality within Maine and it is time to renew the registration for your vehicle, you will need to bring:

  • last year's registration
  • proof of insurance

 

Can I renew my registration through the mail?

Renewals can be done through the mail, but it is best to call ahead for prices.

 

How is excise tax figured?

Excise tax is based on the Manufacturer's Suggested Retail Price (MSRP) the year the car was made. The amount of tax that must be paid is determined by applying a mil rate to the MSRP. The mil rate decreases as a vehicle gets older until the vehicle is in its sixth model year, at which time the excise tax ceases to decrease annually.

 

Where do I pay the excise tax?

Excise tax is paid to the municipality where the person registering the vehicle lives. If it is a business registering a vehicle, the excise tax is paid where the business is located, not where the driver of the vehicle lives.

 

If I live in another town, can I register my car in Scarborough?

As long as the excise tax has been paid in the municipality where you live, you may complete the registration in Scarborough. If you want to order initial plates, or you have to file an SR-22 certificate of insurance with the State of Maine you must go to a branch office of Motor Vehicles.

What do I need to register my boat?

If you have a new boat purchased at a Maine dealer, you will need to bring:

  • the green Dealer's Certificate

If you have a boat purchased through a private sale, you will need to bring:

  • a bill of sale which includes the serial number
  • the Maine registration numbers, if any, that appear on the side of the vessel

In either case, should you want to transfer credit from another vessel currently registered in your name you will need to bring the old registration.

 

What do I need to register my snowmobile?

If you have a new snowmobile purchased at a Maine dealer, you will need to bring:

  • the green Dealer's Certificate
  • Proof of Warrantee from Dealer

If you have a snowmobile purchased through a private sale, you will need to bring:

  • a bill of sale showing cost of machine
  • the Maine registration numbers, if any, that appear on the side of the cowling

In either case, should you want to transfer credit from another snowmobile currently registered in your name you will need to bring the old registration.

 

What do I need to register my ATV?

If you have a new ATV purchased at a Maine dealer, you will need to bring:

  • the green Dealer's Certificate
  • Proof of Warrantee from Dealer

If you have an ATV purchased through a private sale, you will need to bring:

  • a bill of sale showing purchase price

In either case, should you want to transfer credit from another ATV currently registered in your name you will need to bring the old registration.

 

Can I register my boat, snowmobile or ATV in Scarborough if I do not live there?

Yes. A snowmobile or an ATV may be registered in Scarborough regardless of where you live. However, a boat has an excise tax which must be paid in the Town or City where you live before the registration can be completed in Scarborough.
