NOMINATION PAPERS AVAILABLE FOR LOCAL OFFICES

Nomination papers are available in the Town Clerk's Office on the first Wednesday in August for the Town Council (pdf), the Board of Education (pdf) and the Scarborough Sanitary Board of Trustees (pdf). All nomination papers must be returned to the Town Clerk's Office by close of business on the first Wednesday of September. If you have any questions, please contact the Town Clerk's Office at 730-4020.

CAMPAIGN FINANCE REQUIREMENTS
Maine Election Law requires municipal candidates in cities and towns with a population of 15,000 or more to disclose their campaign contributions and expenditures, to comply with contribution limitations and prohibitions, and to meet other requirements of the law. These same requirements apply to gubernatorial. legislative, and county candidates running for office.

The 2011 Guide to Campaign Finance and the 2011 Municipal Candidate Getting Started Packet were prepared by the Maine Ethics Commission to assist candidates and their treasurers in understanding responsibilities under Maine Election Law. We urge candidates and their campaign treasurers to become familiar with the contents as early in the campaign as possible. Please remember to:
* Register on time
* Read all communications from the municipal clerk
* Keep detailed records of contributions and expenditures
* File reports on time

Candidates and treasurers should not substitute the information contained in this guide for the applicable provisions of the law that are controlling in the event of any conflict with or omission in this guide. HOW DO I REGISTER TO VOTE?

The State of Maine allows residents to register to vote anytime, including the day of the election. Residents of Scarborough may register to vote at the Town Clerk’s Office, at Town Hall. Proof of residency and proof of identity is required, such as a driver's license indicating a physical street address in Scarborough (not a post office box mailing address).

If you are currently registered and wish to change any information such as married name or residence address, which is pertinent to your voting record, please visit the office at 259 US Route One or mail the new information to Town Clerk, P.O. Box 360, Scarborough, Maine 04070.

CAN I ENROLL IN A POLITICAL PARTY?

Currently, there are three official political parties within the State of Maine - Democrat, Green-Independent, and Republican. Registered voters may enroll in one of these three political parties. Voters who wish to register to vote do not have to select a political party. Voters can be registered to vote, but do not have to be enrolled in a political party.

The employees in the Scarborough Town Clerk's Office cannot answer questions for citizens regarding the purposes and objectives of the various political parties in Maine. Scarborough voters with questions regarding activities of the local political parties are encouraged to contact their local party chairperson, or click on the following links for additional information about each political party:

 

WHERE DO I VOTE?

There is 1 polling place within the Town of Scarborough and that location is at Scarborough High School in Plummer’s Gymnasium. However, we do have 3 Wards and 3 Precincts, as follows: Ward 1/Precinct 1 [Senate 6/House 128]; Ward 1/Precinct 2 [Senate 6/House 128] and Ward 1/Precenct 3 [Senate 7/House 127]. Voters are required to vote in the appropriate Ward and Precinct. Please contact the Town Clerk’s Department to verify your correct Ward and Precinct before going to the polls. The polls are open at 6:00 a.m. and close at 8:00 p.m.

 

WHEN ARE ELECTIONS SCHEDULED?

The municipal election is held on the Tuesday, following the first Monday, in the month of November. The Town Council and School Board members are elected for three-year terms - terms are staggered.

The State of Maine general and referendum elections are held annually on the Tuesday following the first Monday in November. The primary election is held on the 2nd Tuesday of June of each even numbered year.

 

I WILL BE OUT OF TOWN ON ELECTION DAY. HOW DO I VOTE?

If you are unable to vote at the polls on Election Day, you may obtain an absentee ballot. Absentee ballots are available at the Town Clerk’s Office 30 days prior to the election. The absentee ballot may be voted at Town Hall or mailed to the voter.

Absentee Voting Guide

The state law permits absentee ballots to be cast at any election by any voter who properly requests a ballot. If a voter is interested in voting in a particular election, but is unable to go to the polling place on Election Day, then the voter should obtain an absentee ballot.

A voter may vote by absentee ballot at Town Hall. Office hours are Monday, Tuesday, Thursday and Friday from 8:00 a.m. - 4:00 p.m. and on Wednesday from 8:00 to 6:30 p.m. Before each major election, the Town Clerk’s Department also offers special Saturday hours (9:00 a.m. – 1:00 p.m.) for the purpose of correcting the voter’s list and conducting absentee voting. Please call first to verify the date and time.

A voter may also call and request a ballot be sent by mail. Ballots are mailed on a daily basis. An immediate family member (on behalf of the voter) may, in writing, request a ballot be sent by mail or delivered to the voter by that family member. Applications for an absentee ballot may also be downloadable through this web site as an election draws near.

If the ballot is returned by another immediate family member, the other immediate family member must also sign the application or written request indicating they returned the ballot. The family member must state his/her relationship to the voter.
