The Eastern Trail in Scarborough is part of an inter-urban system stretching from South Portland to Kittery, and eventually to Key West, Florida. The Town is continuing to work on extending the Scarborough portion across the Nonesuch River.

NOTICE: Credit Card Changes

Effective February 15, 2010, the Town of Scarborough will no longer accept credit card payments at the counter in any office within the town. This action is due to reduced spending requirements resulting from reduced state funding and general slowing of revenues.

  • Debit cards will continue to be accepted.
  • Community Services will continue to accept online credit card payments.

REGISTRATION

PAPERLESS REGISTRATION! We now offer registration process for all youth, adult, and 55+ programs. Please be patient with us during your initial registration as we need everything in the computer to be as up to date and accurate as possible. Please come prepared with the following information: Names, addresses, birth dates, telephone number, and e-mail addresses. This also includes emergency names and addresses (besides parent information) as well as dental and medical information. This new system may take a few minutes longer at first so we thank you for your patience. A thorough household update will only have to happen once a year after this initial process.

NEW! Paperless Receipts
In our ongoing effort to streamline our registration process and "Go Green" we hoping to limit printing paper receipts. All receipts for any purchase or payment may be accessed online using your user name and password. Anyone who wishes to receive a paper receipt may ask us at the time of transaction.

  • Click on Online Registration/Payment (click this a second time on the next page)
  • Enter User Name and Password (call 730-4150 for this information)
  • Select My Account
  • Select Receipt Reprint
  • Select chosen receipt to print (listed by most recent transaction)

Annual Waiver Form. We ask everyone who signs up for any Community Services program to complete a once-a-year waiver form (Release, Assumption of Risk, and Emergency Medical Consent Form and Photography/Video Release). We will ask parents to sign one release covering the entire family. Please understand that if you choose "no" for the photograph/video release, then this would preclude your child or family member from appearing on any sports or summer camp end-of-year slide show. It would also preclude photos from being used out Community Services brochure or Web site.

POLICIES

How to Register. Community Services accepts registrations in person and through our website. Registration into activities will be allowed only if the account is in good standing. Exceptions will be made for activities in which installment payments are permitted or monthly fees are charged (such as child care). Community Services reserves the right to deny registration into an activity pending payment of an outstanding balance. We do not accept registrations via the phone or mail.

Payment Policy. All fees for programs must be paid in full upon registration. Payment can be received in the form of cash, money order, personal check, or debit card in person, or credit cards online.

Check Writing Policy.

  • Please make checks payable to the Town of Scarborough.
  • Must show valid photo ID.
  • Personal checks must show current address and telephone number.
  • No starter checks are allowed.

Early Registration Discount Policy. Community Services works hard to offer the best prices available for our new programs. Because our work becomes labor-intensive the week prior to a program start date, we like to encourage residents to register early by offering discount prices on certain programs. We hope people will appreciate this and take advantage of these prices. However, this discount incentive is a special offer which cannot be waived if those dates have passed. No exceptions.

Service Fee Policy. It is important to us that all children have a chance to participate in our programs. We also know that parents are very busy these days and may miss our deadlines. To accommodate those parents and yet keep the integrity of our programs, we are willing to offer a very final registration period after our deadline. However, in order to do this, we must charge a $15 service fee; this fee will handle our extra administrative tasks which can be cumbersome. Within this extended registration period, service fees cannot be waived. No exceptions.

Youth Team Request Policy. Community Services understands that one of the best aspects of participating in our programs is the ability to play with friends or have the same coach year after year. However, in an attempt to keep teams balanced, we have instituted the following policy.

Coach and player requests will be limited to two requests per participant. You may request one coach and one player, or you may request two players. Timely registrations allow Community Services the opportunity to balance teams in a fair manner; timely requests also help in this process. However, there are many variables that go into the planning process and, even though we do our best, we cannot guarantee that your choice will be honored.

Non-Resident Fee. Non-residents may sign up for our programs. A $15 fee will be assessed for most activities. However, some programs may require additional fees. Please see each program for more information.

SIBLING DISCOUNT POLICY

Community Services Fall Soccer, Basketball, Indoor Soccer, and Kickball Programs

Families with three or more children registering for the same Community Services-run recreation program may receive a 10% discount off the third child and any additional children from the same family. This discount will be taken off the original base fee and will not be applied to late fees. All participants must be registered at the same time to receive this discount. If one sibling cancels from a program, a refund will be given for the discounted amount paid. Additional fees may apply; please refer to our Refund Policy on the front page. Look for SD next to activities that may be discounted.

NOTE: Sibling discounts will not be applied for online registrations. To receive this discount, you must register in the Community Services Office.

REFUND POLICY

No refunds: If an individual does not attend the activity or does not cancel at least 7 calendar days prior to the start of an activity.

$15 processing fee: For any cancellation or change made by applicant.

100% refund: If Community Services cancels the activity.

Refunds -- Multiple-Session Programs

For parents with children who are indecisive about a program with multiple sessions, we would advise you to sign up for individual sessions versus all sessions together. When registering for multiple sessions at once, please keep in mind that combined session dates are all inclusive; therefore, should you choose to cancel once the first session begins, no refund will be given for the remaining unused sessions.
