ADMINISTRATIVE DIVISION
Administration coordinates and provides direction to all
Public Works Divisions. We also provide research and analysis of
current and proposed Public Works projects, programs, and services to
ensure the benefit, safety, and convenience of the community and
general public. Administrative functions include managing town records
with respect to Public Works. We coordinate plans, cost estimates, and
reports for Capital Improvements. We maintain records associated with
Federal, State, and Municipal regulations to promote the general safety
and well-being of the community.

VEHICLE MAINTENANCE DIVISION
Vehicle Maintenance provides general repair and
preventative maintenance for all town vehicles and other mechanical
equipment. We also maintain a vehicular/equipment history for timely
replacements and/or new purchases in a cost effective manner. This
department is responsible for providing and monitoring fuel,
maintaining equipment fueling facilities, and coordinating all Federal,
State, and Municipal regulations. This division of Public Works
conducts licensing and inspection on town vehicles as required by the
State Department of Motor Vehicles. We have a highly skilled team of
technicians who are qualified to maintain school buses, fire engines,
rescue vehicles, police cruisers, heavy-duty and light-duty trucks,
loaders, backhoes, and an assortment of other large and small pieces of
equipment.

GIS COORDINATION
The GIS (Geographic Information System) Department
maintains a town-wide collection of geographic data designed to
efficiently capture, store, update, manipulate, analyze, and display
all forms of geographically referenced information. The collection of
data for a GIS requires very specialized computer equipment and
technical expertise. A GIS combines layers of information about a place
to give you a better understanding of that location. Examples: A
property ownership map or analyzing environmental drainage. The use of
a GIS encourages cooperation and communication among the organizations
involved in environmental protection, planning, and resource management.

TRAFFIC/ELECTRICAL DIVISION
The Traffic Division's goal is to ensure the safe,
efficient movement of traffic throughout Scarborough through the
installation, yearly inspection, and maintenance of traffic signals. In
addition to overseeing the traffic signal program, this division of
Public Works is also responsible for the Town of Scarborough’s
municipal fire alarm system, emergency standby generators, and general
electrical maintenance of town facilities.

OPERATIONS DIVISION
Operations is mainly recognized for plowing and
maintaining the roads in town. Public Works removes the snow and ice in
the winter months. We also clean out storm drains and catchbasins,
while continually monitoring and maintaining overall drainage
conditions throughout town. In addition to roads, we are responsible
for contracting rubbish removal and recycling, beach cleaning,
maintenance of floats and boat landings, Scarborough Memorial Cemetery
and Dunstan Cemetery, and tree removal. Operations processes excavator
licenses, street opening permits, and building permit coordination
forms.

LICENSES AND PERMITS
Excavator License Application (pdf) - Anyone
excavating in the Town of Scarborough is required to obtain an annual
"Excavating License." The cost of the license is $100.00. It is
effective January through December of the year purchased. Please see
the Town
ordinance regarding street excavation (pdf).
Excavating Permit (pdf) - In addition to the
license, any road openings made in the Town of Scarborough require an
"Excavating Permit:" one permit per location at a charge of $50.00 per
permit, plus any additional road maintenance fees. No person or utility
shall be granted a permit to excavate or open a street or sidewalk
during the period of November 1st of each year to April
15th of the following year, unless an emergency or special
condition exists and permission is obtained from the Town. Please check
the Street Opening fee schedule as defined in the Schedule of
License, Permit and Application Fees Ordinance. (pdf)
Building Permit Coordination Form (pdf) - This
must be submitted to the Public Works Department BEFORE
a building permit can be issued by the office of Planning and Code
Enforcement located in the Town Office building. A fee of $25.00 will
be charged for each coordination form.
