THE 2006 UPDATE OF THE COMPREHENSIVE PLAN AND PLAN IMPLEMENTATION

ADOPTION

After two years of extensive deliberation, work and public outreach by the Comprehensive Plan Update Committee, the Update of the Comprehensive Plan (pdf) was officially adopted by the Town Council on July 19, 2006 and has also been found consistent with the Maine Planning and Land Use Regulation Act by the Maine State Planning Office on October 5, 2006.

Given the adoption of the Plan by the Town Council as well as the State's confirmation that the Plan is consistent with State expectations, the 2006 Update of the Comprehensive Plan is in full effect as the guiding document for directing and managing Scarborough's growth and development over the next ten years and beyond.

IMPLEMENTATION

In order for the 2006 Update of the Comprehensive Plan to be effective and successful in shaping Scarborough's future, the Plan's policies, actions and land use plans need to be implemented through: amendments and updates to Town ordinances, investments in capital programs and improvements, and fulfilling other Town initiatives that will be both new and on-going. To this end a Comprehensive Plan Implementation Committee (CPIC) has been established to oversee the implementation of the Plan.

After five years of implementing the Comprehensive Plan, CPIC has recently been retitled the Long Range Planning Committee (LRPC), who will continue to serve as an implementation committee but also can work on other planning initiatives for Scarborough.

The LRPC is a standing committee composed of seven members (including one representative from the Planning Board and one representative from the Town Council). The committee is staffed by the Planning Department and a planning consultant.

The LRPC, with oversight by the Town Council, has established the following to schedule, guide and craft Ordinance Amendments and Other Actions called for in the Comprehensive Plan:

PINE POINT ZONING

The Long Range Planning Committee (LRPC) is working on updates to the commercial and industrial zoning in the Pine Point area of Town.  This initiative is based on the Comprehensive Plan’s recommendations for zoning and land use in Pine Point.  To date, the committee has reviewed the sections of the Comprehensive Plan that applies to Pine Point and has formulated some initial concepts on how to update the zoning to implement the Plan and to tailor the zoning for the Pine Point area.  The committee has also conducted two neighborhood meetings to get feedback on the proposal.
Based on that feedback, the committee has crafted an updated package of zoning amendments.  Below is an overview of the latest proposal:

The Long Range Planning Committee (LRPC) has been working for a number of months on reviewing the zoning along the Haigis Parkway and considering updates to both the zoning districts and zoning map. This effort is underway to ensure the zoning is consistent with the Comprehensive Plan but also because the committee felt it to be an appropriate time to examine the type of development that can happen along the parkway and consider changes that can help facilitate new development in this commercial growth area.
The process of the LRPC has included significant input from the public and area property owners, including two Haigis Parkway public meetings. The following is the latest material available on this initiative:

The committee plans to have zoning amendments prepared for Town Council consideration in April.

The third initiative the Long Range Plan Committee (LRPC) is working on is what is entitled the “Crossroads Mixed Use District”.  This district is the area in the geographic center of Scarborough that encompasses the Scarborough Downs property as well as some surrounding land area between Route One, Haigis Parkway, Gorham Road and Payne Road.  The committee is at the formative stages of considering zoning in this area.  Once LRPC has an initial zoning concept, the committee will schedule a public meeting to present their concepts and receive feedback.
