What is a vision?
A vision is a description of what your neighborhood
and town will look like in twenty years, how you will get around, what
will be preserved, what should be developed.

Why is Scarborough
doing it?
Because the
answers to planning issues are interrelated. The answer to the question of where
to put a new school depends on where the houses are, the location of
the houses depends on utilities and roads, utilities and roads depend
on environmental concerns, and so on and so forth. A vision process allows citizens
to look at all of these issues in an integrated way, to weigh and balance
individual decisions in the context of the whole.

What does a vision look like?
The vision will be a short combination of photographs,
sketches, and text that contains the ideal description of your community
and town.

What are some underlying assumptions
of the Scarborough visioning process?
Here are two. First, Scarborough
has strong neighborhoods and any visioning process must recognize and
build on this local identity.
Second, communication with citizens must be ongoing, using the
internet, cable TV, the press, videos, and face-to-face meetings.

How will the vision be used?
In the short run, the vision will serve as the foundation document for
the updating of the Town Comprehensive Plan in 2003.
In the longer run, the vision will provide a benchmark for gauging
overall progress, and a context for making day-to-day decisions.
